Textured Hair and Skin Education Now Standard in Washington Schools

Effective August 26, 2026, Washington implemented new education standards designed to better prepare future licensees to serve clients of all hair textures and skin types. 

The Washington Department of Licensing (DOL) adopted final rules related to minimum instruction requirements for cosmetology, hair design, barbering, esthetics, and master esthetics programs. These changes stem from a law enacted in 2025 requiring textured hair education as part of the training necessary for licensure. 
 

Key Curriculum Updates

Washington’s minimum instruction requirements now include:

• Cultural competency and historical education on the significance of textured hair in diverse communities.
• Instruction across required subject matter areas must be applicable to all hair and skin types.
• Greater integration of textured hair and all skin type considerations throughout practical and theoretical training, helping students develop skills relevant to a broader client population.

While the changes do not increase required education hours, they do require updates to subject matter content. These requirements apply to all cosmetology, hair design, barbering, esthetics, and master esthetics training programs.
 

What Schools Should Do Now

Schools should review existing curriculum, lesson plans, instructional materials, practical exercises, and assessment methods to ensure they align with the updated requirements. Because the rule incorporates textured hair competencies throughout minimum training standards, schools may need to update both classroom instruction and hands-on learning.
