2023 Highlights from the ASCP Government Relations Team

The ASCP Government Relations team had a busy year advocating for members and the skin care profession as a whole. Here are the team’s legislative highlights from 2023: 

  • Championed the Cosmetology Licensure Compact that was introduced in the following states: Alabama, Arizona, California, Georgia, Kentucky, Nebraska, New York, Ohio, and Texas (Alabama, Arizona, and Kentucky signed the compact bill into law) 
     
  • Supported eyelash extension licensure bills in Maryland, North Carolina, Tennessee, and Rhode Island and opposed eyelash extension deregulation efforts in Ohio and Wyoming 
     
  • Advocated for bills to broaden the scope of practice for estheticians (e.g., a microneedling bill in New York)  
     
  • Reported on top national trends, including mobile licensing, apprenticeship, and deregulation efforts 
     
  • Advocated for changes in June regarding proposed Gainful Employment rules; encouraged schools to push for change once final rules were released in October that could put esthetics programs at risk due to the debt-to-income ratio calculation and the “150%” Rule that could jeopardize student access to federal aid 

Topics Anticipated for 2024 

  • Protecting scope of practice 
     
  • Advocating to update scope to better reflect current trends and services 
     
  • Backing cosmetology compact bills
