New COVID-19 Measure: WA Bill Extends License Renewal Through June 30, 2023

On March 11, 2022, Governor Inslee signed into law House Bill 1930 (HB 1930), which allows cosmetologists, hair designers, barbers, manicurists, estheticians, master estheticians, and instructors to renew their professional license within three years if their license expired on or after March 1, 2020. These individuals now have until June 30, 2023, to renew. HB 1930 is effective June 9, 2022.

The intent of HB 1930 is to help resolve issues related to COVID-19 that affected practitioners who may have not renewed their license within the one-year expiration window and had their license canceled as a result. The bill allows individuals who failed to renew their license during the pandemic an opportunity to renew.

HB 1930 amended the following section as follows (underlined text is new language):

(b) A person whose license has not been renewed within one year after its expiration date shall have the license canceled and shall be required to submit an application, pay the license fee, meet current licensing requirements, and pass any applicable examination or examinations, in addition to the other requirements of this chapter, before the license may be reinstated, provided that a person whose license expired on or after March 1, 2020, may renew the license, including if the license was canceled, until June 30, 2023.
