The Oklahoma State Board of Cosmetology and Barbering (Board) created a limited specialty cosmetology license to regulate the practice of threading. Previously, only licensed cosmetologists or estheticians could perform threading in Oklahoma. However, the Board was able to create the new threading technician license through rules under the current cosmetology act. The final rules were approved by Governor Stitt on November 1, 2021.
The rules establish requirements for licensees performing threading services and provide definitions, examination requirements, and disinfection precautions and sanitary practices. The rules define threading and threading technician as:
“Threading means a form of temporary hair removal by using thread that is twisted and rolled along the surface of the skin, entwining the hair in the thread and lifting it out of the follicle.
Threading Technician means a person with a limited specialty cosmetology license issued by the Board to perform threading in a licensed establishment.”
Examination for threading technician license (175:10-9-37)
To be eligible for a threading technician license, an individual must:
- Be at least 17 years old, or hold a high school diploma or GED certificate
- Submit a completed application to the Board
- Submit a 2" x 2" current, full-face photograph taken within the last six months—embellishments or filters that alter the face are not accepted
- Complete a safety and sanitation exam with a passing score of at least 75%
An applicant requesting an oral examination or other special testing accommodation as defined by the American Disabilities Act (ADA) must submit a written statement.
Disinfection precautions before and after each patron service (175:10-7-18)
- Licensees are required to wash their hands prior to all services with running water and soap and dry with a disposable towel. Antibacterial soap is not recommended. If any abrasion, cut, scratch, open lesion, or infection is on a licensee’s hand, disposable gloves must be worn while performing services to reduce risk of transmission of infectious bacteria/virus/disease.
- Licensees who anticipate contact with blood and other potentially infectious material must use universal precautions and wear protective, disposable gloves while performing cosmetology services—gloves cannot be reused and must be disposed of immediately after use.
- Implements and tools that cannot be disinfected must be disposed of after one use.
- Tools or materials that will be in contact with a client cannot be placed in the mouth or other mucus membranes of a licensee at any time.
