Oregon is taking action to help those who want to pursue a career in esthetics or a related profession but don’t live near a school to easily attend an educational program. The answer? A special permit and supervised study.
Governor Tina Kotek signed into law House Bill 2380, creating a provisional certificate to allow holders to perform services under the supervision of a licensed professional in the same field of practice. A provisional certificate will cost a fee (to be determined) and may be issued to an applicant only if there isn’t a school offering a program of study within 50 miles of the applicant’s home address.
The bill directs the Board of Cosmetology to draft rules to regulate provisional certificates, including:
- Provisional certificate eligibility requirements
- Supervisory processes
- Supervisor requirements—supervisors must be licensed for at least five years and cannot be subject to any current or pending disciplinary action
A provisional certificate holder can only offer services in the field of practice for which the certificate is issued, but a person can hold multiple provisional certificates. The number of supervised hours completed by a provisional certificate holder will be equal to the number of educational hours earned in a traditional school setting. This type of certificate may be renewed.
