Columbus Mayor Andrew Ginther issued an Executive Order that requires everyone, regardless of vaccination status, to wear a facial covering inside indoor public settings. The order is effective September 10, 2021.
Boulder County Public Health issued a public health order requiring facial coverings to be worn in public indoor spaces throughout Boulder County, Colorado, during periods of substantial or high transmission of COVID-19.
House Bill 1560 passed this legislative session and Section 3 of the bill eliminates the barber and cosmetology instructor license. Beginning September 1, 2021, an instructor license is no longer required to teach barbering or cosmetology in a licensed school.
Barbering rule changes affect school licensing requirements, curriculum, barber shop requirements, inspections, instructor-training programs, and student kits. Cosmetology rule changes affect school licensing requirements, school equipment, and student kits. The rules are effective August 8, 2021.

ASCP is in favor of Senate Bill 803 to further the sunset of the Barbering and Cosmetology Board, with some suggested amendments. At this time, all Board of Barbering and Cosmetology licensed individuals in California are allowed to practice—except Los Angeles County estheticians performing facial services that require client masks to be removed. Consider contacting the Los Angeles County Board of Supervisors to help LA estheticians return to practice.
The Washington PLSS Inspections Unit is introducing a virtual inspection process for all businesses licensed under the cosmetology program. This includes businesses that provide cosmetology, hair design, barbering, esthetics, master esthetics, or manicuring services.
